| LOCAL ELECTIONS: GOP VOTER INFORMATION GUIDE | | 10/17/09 | Partisan Affiliation of Clark County Local Candidates in 2009
(R=Republican, D=Democrat, N=Not Clear, i.e, no information or inconsistent information)
(Note: While the Clark County Republican Party is making no endorsements in non-partisan local elections this year, we often receive requests for information about the partisan affiliation of candidates. Below is what we know about the candidates’ party affiliations based mostly on whether the candidate signed a declaration of party affiliation to vote in either party’s presidential primary last year. In some cases, the information below is based on other publicly available information where the candidate voted in neither primary or in addition to primary election voting records).
MAYOR OF VANCOUVER
Royce Pollard, Incumbent (N)
Tim Leavitt, Challenger (N)
Both candidates have Republican supporters and both candidates have Democrat supporters. Both candidates have shown up at Republican events with Leavitt showing up at more Republican events than Pollard. Leavitt openly supported Dino Rossi last year, while Pollard supported Gregoire. Pollard has been identified in the Columbian as a Republican. Leavitt has taken a position against expensive bridge tolls.
The Democrat (The Clark County Democratic Party’s newsletter) printed in their October issue: The non-partisan race for Vancouver mayor continued to stir passions among Democrats after Charley Stemper was eliminated by primary voters. Incumbent Royce Pollard came out of the primary fewer than 50 votes behind challenger Tim Leavitt. Both have courted leading Democrats; Pollard’s tally is deeper.”
The September issue of The Democrat stated: “Incumbent Vancouver Mayor Royce Pollard has been endorsed by Gov. Christine Gregoire and her husband in his race against Councilman Tim Leavitt, a local supporter of Republican gubernatorial candidate Dino Rossi. Leavitt has support from several prominent Democrats including County Commissioner Steve Stuart, former state Sen. Dean Sutherland and Clark County (Democratic) Chair Dena Horton.”

VANCOUVER COUNCIL POSITION 1
Bill Turlay (R)
Jack Burkman (D)
This race is for the seat currently held by Councilwoman Pat Jollata who is retiring. Burkman a former Councilman was Democrat House Speaker Frank Chopp’s hand-picked choice for the State House in 2006 but lost the Democratic Primary to Pat Campbell. Turlay voted in the 2008 Republican Presidential Primary and regularly appears at Republican events.
VANCOUVER COUNCIL POSITION 2
David Michael Heywood, Challenger (D)
Jeanne E. Stewart, Incumbent (N)
Mike Heywood currently serves as the 49th District Legislative District Democrat Chairman. Stewart has served on the Council since 2001 and often takes Republican-friendly positions but has never publicly identified herself as a Republican to our knowledge.

Jeanne Harris, Incumbent (D)
Anne McEnerney-Ogle, Challenger (D)
Both candidates voted in the 2008 Democrat Presidential Primary.
BATTLE GROUND CITY COUNCIL, Position 4
Michael Dalesandro, Challenger (D)
Lisa Walters, Incumbent (N)
Neither Walters nor Dalesandro signed a declaration of political party affiliation to vote in the 2008 Presidential Primary. Dalesandro’s website, however, looks like a Who’s Who of the Democratic Party establishment in Clark County . The Clark County Democratic Party’s October newsletter said of Dalesandro, “Democratic activist Michael Dalesandro is bidding to unseat incumbent Councilwoman Lisa Walters. This is Dalesandro’s first try for office although he was elected a Democratic precinct committee officer. County Democratic officers think Dalesandro would be a dandy candidate for the state Legislature in some future cycle.”

Adrian Cortes, Challenger (R)
Alexander Reinhold, Incumbent (D)
Cortes signed a declaration of Republican affiliation and Reinhold a declaration of Democratic affiliation to vote in the 2008 Presidential Primaries.
BATTLE GROUND CITY COUNCIL, Position 6
Shane Bowman, Challenger (N)
Bill Ganley, Incumbent (D)
Bill Ganley is “Mr. Democrat” in heavily Republican Battle Ground.
LA CENTER CITY COUNCIL, Position 1
Bill Birdwell, Incumbent (N)
Ron Ostrander, Challenger (D)
Ostrander signed a declaration of Democratic affiliation in 2008.
LA CENTER CITY COUNCIL, Position 2
Al Luiz (R)
Dale Smith (R)
Both Smith and Luiz signed declarations of Republican affiliation in 2008. Smith has been active in the GOP. La Center politics centers around the proposed nearby Cowlitz Tribal casino. Smith, a former City Councilman, has taken a position in firm opposition to the casino.
LA CENTER CITY COUNCIL, Position 3
Troy Van Dinter (R), Incumbent
Barbara M. Vining (R), Challenger
Both Van Dinter and Vining signed declarations of Republican affiliation in 2008. Van Dinter played on the GOP softball team and is a casino opponent.
WASHOUGAL MAYOR
Stacee S. Sellers, Incumbent (R)
Sean Guard, Challenger (N)
Sellers voted in 2008 Republican Presidential Primary and she often participates in Republican events but supported Democrats for county commissioner last year. We are not aware of any public information on Guard’s party affiliation but note that he is a member of the Guard family a politically prominent east county family with generally Democrat ties.
WASHOUGAL COUNCIL POSITION 4
Michael Delavar, Incumbent (R)
Garry H. Alexander, Challenger (N)
Delavar’s wife, Katja, is a Republican Precinct Committee Officer. Alexander is a former Washougal City Councilman who lost his seat a few years back after a shop-lifting arrest. Alexander was convicted of a felony last week and is ineligible to hold office. Michael Delavar ran for Congress against Brian Baird in 2008.

Dave Shoemaker (R)
This seat is currently held by Lou Peterson, the 2000 Democrat nominee for the 17th District State Senate, who was eliminated in the primary after a domestic violence arrest. Both Shoemaker and Wagoner signed 2008 declarations of Republican affiliation.

Both Weldon and Letts signed declarations of Republican affiliation in 2008.

In this no-incumbent race, Holmberg is a Republican Precinct Committee Officer and his opponent signed a declaration of Democratic affiliation in 2008.
